Office of The Municipal Manager
The role involves providing strategic advice to the Municipality, translating organizational strategy into operational and service delivery objectives, implementing the Local Government’s Manifesto and constitutional obligations, monitoring turnaround plans, and reporting key developments. It drives governance and compliance processes, manages stakeholder relationships, and facilitates interface between Municipal Managers, other Heads of Directorates and Political Principles. The role may involves developing an Infrastructure Investment Plan, mobilizing funding resources, and overseeing contract negotiations. It also involves supervising and coordinating support services, collecting, analysing, reporting, and interpreting complex data, and overseeing services programs or projects.

1. Leadership and Coordination:
Provide strategic oversight and leadership for the Corporate Services Directorate, ensuring effective management and integration of all functions and units while maintaining budgetary control.
2. Records and Archives Management:
Ensure the efficient management, preservation, and accessibility of all organisational records and archives to support historical accuracy and regulatory compliance.
3. Estate and Property Management:
Oversee the management and administration of municipal estates and properties, ensuring optimal use and maintenance to support organisational needs and community interests.
4. Human Resources Development:
Drive comprehensive human resources management and development strategies, including recruitment, training, performance management, and employee relations, to build a skilled and motivated workforce.
5. Communications Strategy:
Develop and implement effective internal and external communication strategies to enhance organisational transparency, stakeholder engagement, and public relations.
6. Administrative Support and Coordination:

3. Infrastructure Provision and Maintenance:
Oversee the provisioning, management, and maintenance of municipal infrastructure across various domains including Civil and Electrical Engineering, Physical and Environmental Development, Municipal Buildings and Facilities, Fleet Management, and Municipal Workshops/Stores.
4. Performance and Planning Management:
Execute and monitor the Municipal Integrated Development Plan (IDP) Performance Management Plan and the Service Delivery Budget Implementation Plan (SDBIP) to ensure alignment with strategic objectives and effective service delivery within the Technical Services Directorate.
